So you guys were so helpful with this issue, and I think I am close BUT there is a time where my navigation inline disappears, and my navigation collapsed has not yet appeared and I have no navigation at all! What am I doing wrong? I appreciate all of your help on this!

Thanks for writing in! I have inspected your site and I found out that it seems that you have resolved the issue already. I am now seeing the Navigation Collapse element on smaller screens:
It is not showing on the medium screen sizes because it is hidden. I would highly recommend that you edit your custom header and make sure that all the elements are visible in all screen sizes. It is much easier to manage if you only show/hide the bars instead. It would mean that you have one bar for desktop screens and another bar for the smaller screens.
