On my homepage, I need to resize my video for monitors, but want it to remain full size for other devices. Additionally, how would you recommend increasing load time for videos? Do you find one streaming service, such as Vimeo or YouTube, is faster than another?

Please use 3rd party video hosting like Vimeo or Youtube for faster video loading. And when using this video sources, you can only use the Video element Embed option.
Please do not use Vimeo or Youtube links in the video element because it will result in some issues. The video resizing will not work properly. Please allow the Vimeo or Youtube video embed code to resize the video automatically so that it will display properly across various screen sizes.

If you could detail exactly what you need to achieve, we can provide a specific solution. For example, if you want to limit the video size on desktop while make it fullwidth on mobile, you can set a Max Width under the Frame Setup like show in the following screenshots.
If you really wish to have a different size per predefined screen size, you need to use the Column width trick shown in the screencast below. You can set that in New Row options. See https://www.youtube.com/watch?v=6pN_a4eD5NM
