A client wants to convert to X theme from the existing theme. Can this look or something similar be replicated in X? If so, what stack would need to be used?

Thanks for reaching out.
It can be done in any stack but would still require customization to make it identical especially the effects and animation. And it appears that those effects are special features of that current theme. Doable but will still require custom development which we can’t provide here in the forum.
