Can you tell me what is used in the x theme sales page to use the hover speech bubble with headline and subtext?

You will need to use the Classic Image element for that. Once added to the page, enable the Link option and then choose Popover for the Info option. Next, setup the Link Title Attribute and the Info Content. See https://youtu.be/-CaijUVQwGk
