Please add the following CSS under Customizer > Custom > Global CSS:

li#wp-admin-bar-cs-launch {
    display: none;
}

That only stops the menu from showing; is there a way to actually prevent access for users who might put the …/x/ URL into the browser?

Thank you for the clarifications. There is a way to actually prevent access for users who might put the …/x/ URL into the browser. Please go to Pro > Settings and enable “Hide Access Path”.

Isn’t that just for users who are not logged in?

Yes, you can also change x to a different so that it isn’t too obvious.
