Refresh button on specific section

Hello,
I have several sections of HTML5 banners in my portfolio and I would like to have a refresh link in each section that will reload the page so the banners restart. I need each link to reload the page but stay on that specific section. I added a hashtag but it is just scrolling to that section. How can i have it refresh and scroll to?

What you are expecting is required JavaScript customization and that is beyond the scope of Theme Support. It looks like I have to subscribe monthly and I only need it for this specific customization. Do they have offer singles service help
