Recreating Scalable Headline from Design Cloud

I can’t understand in cornerstone how the title text is scalable to three different sizes or through inspecting the source code. I’m trying to figure out how to recreate this look from scratch. This was originally from the design cloud.

How would you achieve this look from scratch using cornerstone?
