Pro4 Interface Issue

It seems to me that one needs to access the Outline view a lot to choose what part of the page one is editing. But I frequently cannot access the outline Icon. It appears to have other Icons and text layered over it. Please look at the attached graphic. Is this normal? What can I do to clear this up?

This just started this morning. I have been using Pro4 for the first time this week. So I am a bit new to its interface changes.

Please ignore my request. I discovered that the parameter palette moves about. So I uncovered the Outline button. I am learning the interface.
