As you can see from the screenshot below, I am no longer able to go to the Outline Pane in the Pro Builder.

Thank you for reaching out to us. You had disabled the Skeleton Mode in Pro settings, I went ahead and enabled all options via Pro > Settings > Permissions > General > Pages (see screenshot)
Now the Outline tab and other features are back in Content Builder. Cheers!
