Where can I find the Max existing customer discount link? It says it should be in my dashboard but when I go there it just tells me to upgrade to a yearly paid membership.

Try clearing your browser cache, it did the trick for me, but my dashboard looks a little bit different. Keep in mind that the discount only appears in the dashboard main page (without any license selected):
