This is a fresh install on a clients hosting. I have no plugins active, no caching.
If it is an issue with the hosting setup, what instructions can I give my client?

I have investigated your issue and it seems that there is an error in the backend when loading the Pro editor or even the Pro theme options. Please temporarily disable your Mod_security or at least please whitelist the following URL in the secure note.
