Thanks for writing in! 
You need to have two headers to achieve this. First, duplicate your header so you can have a second header.
For the first header, you need to duplicate your header bar, and make the top one transparent, you will also set the position to absolute so it stays over the slider.
On the second bar, you will need to set to it to sticky and have a delayed reveal. This recreates the general effect minus the transition of the colors all happening inline. Don’t forget to set this to Hide Initially.

You can lessen the bottom padding of your menu items in Top Links bar of your header.
Make sure you’ve selected Unlinked option in Link Sides section.
