Pro Footer rows and elements not displaying

I am trying to add a pro footer globally but it is not displaying anything. The original footer I created was 2 rows. (1) with social media buttons and (1) with an inline menu. The buttons did not appear and the inine menu appeared on the left side of the page instead of the right, links were green (like the site default) and not white (as set in the menu Top Links section), and the links had no spacing between them. No amount of toggling fixed this. Removing the sidebar in the Theme Options also did not help.

For the sake of argument, I deleted my (completed) original footer. Currently, I am working with one just to see if I can get a footer to display. It looks like this:

When I save it as global and preview the website in any browser I get this:

There is no footer. Just a green dot on the left-hand edge of where the footer should start. That green dot is clickable, however.

Currently, there is no other content on the index page. Just a header and a footer.

There are no open divs. I viewed the source of the page and counted open and closing brackets.

Any ideas?

I don’t need help anymore. Thankfully, my site is in its infancy. I was able to delete all existing pages, headers, footers, and custom css, then remove the child and parent themes, and reinstalled them. Everything is identical (pages, css, design, etc) to what it was prior and I no longer have the issue of the footer not showing.
