On one of my Pro sites the Pro editor IS available for creating blog posts. On a second site only the Visual and Text editors show up. Why?

It can be set it on Pro Settings. On Admin, please go to Pro > Settings. Enable Pro on POST like on header and Pages.
Save the Settings and try again.
