Bit of a strange one, hopefully this video and description will help:
When editing the responsive styles of certain parameters (specifically ones that have an additional tool popup like colour, flexbox, and effects) pressing esc to close the colour picker kills all mouse and scroll interactivity outside of the responsive choice dialogue box.
Opening up one of the colour pickers again, and then clicking outside of the colour picker, retains interactivity, and you can then click away from the responsive design dialogue box.
