Is there a way to ensure that every row on a portfolio page stays aligned at the top even if some titles are longer or shorter than others in rows above (causing some items below to bump down on longer titles)?
I would prefer to have more vertical space between items and have them top-aligned than to keep the same amount of space but have the rows not aligned.

By default, portfolio page are using Masonry Layout.
The alternative to achieve what you want is using ESSENTIAL GRID instead to display the portfolio items. You can use the even layout. You can even build the skin to follow your custom design using the skin editor. Then on your portfolio page use blank layout template instead then using content editor add ESSENTIAL GRID.
