Please help! Can't hide section on desktop

Hello. Please help, going crazy here!

I have two different sections on a site… the top (where I have a background video), I was able to hide when viewed on mobile.

I have a similar section, intended for mobile devices… that I need to hide for desktop… But I can’t find the option to hide this particular section on desktop.
