I have placeholder image showing on mobile only. When I go to adjust the viewport settings, it adds duplicate content of the section to the mobile page. any explanation of what is happening?

Perhaps there are sections, rows, or image elements on the page that are actually present on the page but only visible on mobile because of the Hide During Breakpoint setting.
To check this, edit the page in Cornerstone then switch the view of the page from desktop to other devices:
Try switching to mobile view and scroll through the page then if you see those elements, click on them or the section that contains them and check the Hide During Breakpoint (Hide based on screen width for classic sections) setting:

You may then adjust those settings or simply delete those elements that you do not need.
