Parent Post options not fully displaying

Hi, this may not be a pro issue, but I deactivated all my plugins and still had the problem so I thought I’d ask.
I have a page “Legacy Giving” that I was to assign to a parent page “Donate”. It’s not showing that page as a “parent” option though, I suspect it’s only giving me options of pages I didn’t use pro to make. The “donate” page is currently set as private but when I change it to public it still doesn’t show up on the parent page option list.
I’d be grateful if you could take a look thanks.

I went ahead change it published and I was able to set it as parent page of Legacy page:
