Parallax on Mobile for CLASSIC Element

I have read other entries on making parallax for mobile and it does NOT work. I can send a private request for my URL as I Do not want to share it on the web right now. I really need to get this fixed. It was a template import that I tweaked for what we needed. The parallax does NOT work on mobile for classic elements. Can you please help?
