Page Revisions are not being saved for a specific user

Hello,

I have 3 admin users working on a site. 2 of the users page revisions are being save upon every edit in pro.

The third user edits and saves pages yet there are no page revisions being saved for his account.

I’ve not seen this before and after doing some searching and not finding much I am reaching out to you for some insight.

What would cause a users page revisions to not be saved?

I have logged in using both accounts and I have edited one page. I can see the page revisions made by each users.
