I’ve been in a new build this week and can’t seem to get the one page navigation to function. The anchors and ID’s are set, one page nav is on, menu has custom #ID urls and the header menu highlights each section as the page is scrolled.

One page navigation in mobile is disabled by default due to performance and feature issues. But your menu is completely not working, please don’t update your cornerstone if you don’t intend to update your theme. Please update your theme, or delete your current cornerstone and let your current theme install the compatible one by visiting the X overview page.
