Hi I’m trying to create a one page scroller but wanting the sections to jump to one another, but with a progression bar (the circles) on the right so the user knows where abouts they are. I’m looking for a plugin as such. I’ve got a initial revolution slider but wanting to build the rest in cornerstone. Do you have any advice for this?

But that is working for the menu items and does not have those dot navigation you are after. We do not have any official 3rd party plugin suggestion for this.
But as a personal suggestion (informal) maybe this is what you are after:
You can do a search with the term One Page Slider in google and you might find interesting results.
