I have attached two screen shots, one from the front page where I created this row and added it to the content template area. Second is the content template displayed on pre existing pages. I have checked wordpress page template source - all are Blank with header and footer. I am not sure why the content template displays correctly on theme pages and displays differently on existing pages.

The generated HTML code is different between the two versions that you shared.
I want to clarify, you created a template from the one that you added from the homepage and then used that template on the other page and the problem exists?
If that is the case please kindly go to the homepage version and make sure that the text that you added inside the text elements has correct HTML code. As you seem to use some HTML.
So you can use this tool to validate the HTML

Think it is a flex box issue, I have tried rebuilding, putting in a new section, but the pages coverted from the old site to the new template adjust the text to fill the space. And I feel have clicked all options available. Any guidance would be appreciated.

Thank you for writing in, on this page https://havenhousealaska.org/about-us/ there are “Responsive Text Setting” that is controlling/overriding the font size of that MAKE A DONATION section.
This means that you need to replicate those Responsive Text Settings from the original pages to your new pages that were using the template (from the original page).
