I believe I’ve read every topic on video related issues and still cannot get mine to work. I tried background videos in just about every container.

Please check the secure note for the video urls. You will need to make sure that the video exists in your server.

I FTP’d the site and I can see that the .mp4 files are there along with the .jpg files.
I’m wondering if it’s a hosting issue with .mp4 files and azure.

It could be and maybe they are blocking video streaming. I recommend contacting your hosting provider. The actual video URL isn’t loading and it’s not theme related, in case they’ll dodge it 
I see similar issues where files are available through FTP but not accessible, and the cause is host (security and not supported file mime-type).
