Need to move physicians around on site

I need to move the images and descriptions on this page around.

Three of the doctors work in one office and the fourth works in a different office.

The client has a unique layout they want. They want A Section named Reston with Dr. Peters to be the only one on the lieft under that. Then they want Cintron and Morris to be under him on a different row. Then on the Right side they want Chevo.to be under a section to be labeled McLean as he is the only doctor there. Can this layout be done?
