Can X design a layout like this? If so, which site/design would be recommended to accomplish this? We have someone who wants to purchase X to create a dating site and they love the hinge homepage and site layout.

Thanks for writing in! Based on the example url, we recommend using Pro theme in creating this kind of layout. You can easily create a header with a hero image or slider in it while there is a sticky navigation bar at the top. All of this can be achieve with Pro theme.
