Try dragging in a Navigation Off Canvas element instead. Since Pro 4.3 the Navigation Collapsed element doesn’t appear with a toggle anymore. This makes it more flexible in case you want to put it somewhere inline. The Navigation Off Canvas Element will provide you with a Off Canvas element that has a Navigation Collapsed inside of it.
