To achieve that, please add this in the style field of your row element.

background-position: top center !important;

Hi @EDIT_workshop,

I have check the setup and the image is not set as background but rather normal image element. The space on top is empty space element with 200px height. Please select this element and then either delete this totally or reduce current value 200px accordingly.
