Question–will content inside the new Modal element be read by search engines?

The content within your modal should certainly be picked up by search engines as the markup is always physically present on the page, just visually hidden until activated. Keep in mind that all modals (and off canvas areas, too) are output towards the end of your page’s content, not inline where the toggle is present.
Also, many of these interactive elements just received an accessibility overhaul with our latest release, ensuring that their content is able to be accessed by individuals who might be using assistive devices, such as screenreaders, et cetera. We have a little section about it on the Changelog entitled “Improved Accessibility” that you can read a little more on if you wish:
