I have created a completely new website and added a global footer as usual. Nevertheless, for some reason the footer is only displayed for logged-in users. But no condition was set for such a behavior!
All template and theme settings are no different than on other websites I have created!
Any clue?

This is a known issue when the under construction plugin is enabled. The footer layout is not showing but when you deactivate the under construction, it will show up without any issues. Upon checking the issue tracker, the issue is still open.

Of course this helps, and above all it saves me hours of troubleshooting.
I looked into it, and apparently it only affects the footer when using a custom under construction page. With the page generated by default it seems to work without any problems.
