The license on this end appears to be unlocked. However, on the other account it still appears as being registered.

Make sure you’re logged into the second account before registering the license. If it’s still the same then I’ll escalate your request. The license is unlocked and transferrable.

I’m using the same web browser to access both accounts, so I’m definitely logged out of this account and logged into the other prior to registering

While this account does say the license is unlocked, the other account still sees it as being registered to this account.

Thanks for the additional info. I can confirm there’s a bug in the transfer system that doesn’t see some licenses as fully unlocked. We’re looking into this. Meanwhile, I’ve manually moved it for you.
