I tried the fix for max_input_vars but it didn’t have any impact. I also tried disabling Heartbeat and that didn’t impact anything either.

In your menu, do you have more than 50 menu and submenu items? Several menu items will result to a loop while you launch the menu item. This loop is run entirely until all of the menu items is loaded. To prevents this from happening is to limit your menu items into a smaller number.
