Menu Not Scrolling Hortizontally in Header

I have a secondary header bar that comes into view when looking at the resources on my page. The links are anchor links to the different resources on the page. When on a narrow screen, the list is too long to fit. I want it to be scrollable left and right so the user can still access all the links. I checked the box for “scrolling” but it doesn’t scroll. What am I doing wrong? I tried fooling with all the wrap settings on pretty much all the items/containers/etc and still nothing. Help!

The link you provided is not working but upon checking the Scrolling option is working fine on my development website. It doesn’t work inside the builder but it should work on the frontend.
