There are couple of possibilities.
You can design a under construction page and set that as a front page.
One more option is to code a HTML under construction template and upload into your server. After that redirect your domain URL to under construction page.
But I think using a plugin is the easiest way to setup coming soon page. We provide Under Construction plugin bundled with X Theme that you can use and in our test It’s not heavy on server resources. And once the development is over, you can deactivate the plugin. Any specific reasons why you don’t want to use a plugin?

Thanks but I don’t want that.
I want a Maintenance Mode page, i.e. a page people see if WP is updating etc. As I said, I don’t want another plugin clogging up my site if I can avoid it.
Does X provide such a page to customize, please?

Hi Steve,
X provides you the plugin Under construction.
Alternatively, you can create a new page, on WP classic backend editor, under the blue update button, page attributes: page templates, select BLANK NO CONTAINER NO HEADER NO FOOTER.
Edit the page as you wish on Cornerstone.
Go to Wp > Settings > Reading > Set this page as your front page.

You can create a page with Blank template, the Blank - No Container | No Header, No Footer
to be specific. And you can set that template within Page Attributes meta section while editing your page. Then assign your created page as your home page in Admin > Settings > Reading > A static page > Front page
.
And that should do it. And its content depends on you, you may add what you wish to display.
