I own a lic. for x and would like to build my site or elements of my site “offline”. Although I’m able to install X in my local Wordpress site, I can’t use or develope with any of the extensions unless I enter my Lic. info and I can’t do that because it’s already tied to my site online. Surely you guys have a solution for this. BTW, I’m not a pro web developer, just a guy trying to build my own site!

You can assign a Production and Staging site link for every license that you have. When you go to your licenses page, you can see the list of licenses that you have:
