I recently lost a client and I used my pro license for that site. I need to transfer that license to another website that I am building. I cant take it off the other site because it no longer exists as I took the website down.

You just have to edit the website attached to the license from you licenses page here:
https://theme.co/apex/licenses
Once you update the production or the staging URL related to the licenses, you can then use it to validate the new site.
