Is it possible to setup my page to reflect the screenshot I have drawn out, see attached under screenshot of my current page.

Thank you for reaching out to us. Yes that can be done with the combination of rows and columns. First add a section and choose 1 column layout. Now in the same section add 2 more Rows with the 2 columns layout.
You should have the following layout:
