We are having an issue when using WPML on Pro theme. We want the language of admin to be English regardless of the language selected in WPML.
Currently changing the default language to Hebrew in WPML changes the language of whole admin to Hebrew even if the language of Logged in user is English. We want admin language to be English only.
It is working fine when we select the default twentyseventeen theme with WPML + Hebrew Language. Only when we select pro theme as default theme it translates while admin to Hebrew.

Have you gone through this documentation (https://wpml.org/documentation/getting-started-guide/language-setup/setting-the-wordpress-administration-language/) from WPML?
It would be also best to forward this issue to WPML’s support first as they might provide some insights as to what is happening when you switch themes.
Please also give us the English user’s account so we could check what’s happening. Also give us permission to switch themes for this investigation. If the user does not have an admin access, please create an admin account for us.
