How do I make a specific post remain at the top of my sidebar while allowing the other posts to populate according to post date. Currently my posts are set in the widget section as [recent_posts count=“2” orientation=“vertical”], but I want to have another post always remain on top.

Try creating a new category that you will assign to the post that you want to be displayed in the recent post code then specify that category in the shortcode like:
[recent_posts count="2" orientation="vertical" category="featured"]
The example above assumes that the category you set to the post that you want to be specifically displayed on the recent post element is featured.
