Is it possible to place text over an image?

Hi! I am trying to create this:

Is it possible to place text over an image? I don’t think so based on some other forums I read. I think the only possibility is importing the photos with the text already on top of them, or using the image as the background of the section. Is that correct? I wanted to add effects on interaction, but I don’t think that will be possible. Let me know. Thank you!
