I hired a web site developer from Pakistan to help me with my website and I now have been asked by wordpress to validate my account again? Something does not seem right here.

Thanks for reaching out.
He could if he can access your site’s FTP of hosting’s file manager/panel. But if you’ll change your WP admin login credentials, FTP credentials, and any hosting credentials then he shouldn’t able to get it.
If he installed a backdoor script then he could do it too without any credentials, and that’s something we can’t confirm on your site since it can be placed anywhere.
And if he got your theme license through his ThemeForest account, then he could get it too. So I recommend changing all your possible credentials right away. But that’s just to answer your question, I’m not saying he’ll do it
