Inline menu dropdowns don't work when content scrolling is on

Thank you for writing in, yes you can not use a dropdown on a content scrolling bar. Content Scrolling bar feature is used to something like the secondary menu of Apple site here, resize your screen and scroll/drag the those icon menus left or right.

Let us know what you’re trying to do so we can suggest a better solution.

Hello, I’m looking for the exact experience there currently is, except with dropdowns. That would be perfect for my use case, where my menu on mobile needs to have submenus, but I like the sliding feature.

Thanks for writing in!
You can use a separate menu for a mobile device if you want, but making the sliding feature with submenu needs custom development. Which is out of our theme support scope.
