Since the new update I cannot import old .csl templates into the new template manager.
How can correctly import .csl backups into the template manager?

Thanks for writing in! The new format of the design cloud template is now using .tco. If you have an older version of the theme where you have downloaded the .csl template, please have the theme updated to the latest version before you download the template so that when you download it, you will be downloading the .tco format.
