I have recoverd much of it by updating and killing off dead plugins. Updated to the newest version of Cornerstone and I’m now getting this (having switched ALL Elements on,.

It seems that the Cornerstone is not activated, I would suggest you activate it and check if that resolves your problem or not. If not, there might be some different reasons behind your reason. I would like to suggest troubleshooting the following common issue to help us to recognize the reason.

hi, I validated cornerstone purchase and switched off the other plugins one by one. no joy. THere isnt any custom code but I think there might be another reason
the Cornerstone version we replaced was from 2015.
There is some caching happening that we cant control
do you have any other suggestions? We have X theme but also noted there is X child theme in themes folder.

As you are getting the issue after updating it from a much older version, I suspect that the issue is due to the deprecated shortcodes. In that case, you need to build the pages from scratch.

I would also update X if you have not already and check if there is anything custom in the child theme.
