How can I turn this off seems to be hidden setting

Please edit the page and turn off the comments section of the page. You can find this in the Discussion settings and then disallow comments.
If you are editing in Cornerstone or Pro editor, find the gear icon in the left panel and you will see the Page Settings > General > Allow Comments option.
