How do I transfer a license out of my account to new owner of website? I do not want the new person to be able to access my Manage Licenses from a back up of the website.

That’s doable, please go to your license page here on Apex/Forum and unlock it by clicking the lock icon
Then provide the license to your client and let them register it on their account. That should transfer it
