Im trying to get the Social Icons in the Header and Footer to open up new tabs instead of redirecting to the social page. Is there some code that I can used to make this happen?

I check the X theme in my development website and the social links in the header using the theme options are opening in a new tab. That being said, there could be a plugin or custom code that affects your social media icons.
I recommend the following troubleshooting procedures before we investigate the settings.
- TESTING FOR THEME RELATED ISSUE
- TESTING FOR PLUGIN CONFLICT
- THEME UPDATE
- CHILD THEME
- CSS/JS CUSTOMIZATION
- VERSION COMPATIBILITY

Because you are not using SSL, all the links in the social icons has rel="noopener noreferrer" and it will not open a new tab. Once you install an SSL, the social icon links will automatically opens a new tab and the rel property will be removed.
Hope this makes sense.
OK, so the SSL is now activated, but the header social icons are still not opening new tabs.
