How to make a 404 page

Hi ya! one of my xtheme website seems to not have a 404 page… I thought the wordpress gods and xtheme gods just magically got together an made these things for us… however i can’t seem to find any one on this web site… https://inked-designs.com/

soooooooo how do i make one… is it as simple as just creating a new page in wordpress … or is the some other magical portal i need to access to make this page.
