That is possible. Out of the box, you can use the Section’s Parallax option. Check out the video tutorial below.

Oh and another Question…
On my clients site (where this effect should be implemented) i have two bars in the Header. One is fixed and the second is sticky which is hidden initially…
My Question is… Is it possible, that the fixed bar disappears right at this moment, where the sticky bar shows up?

Your example site URL is using Fusion Slider. It has those features that you wanted. Regretfully those aren’t in the theme. What you have in mind may be possible with custom development which is beyond the scope of our support already.
You can edit the header and click the sticky bar. In the Effects tabs, set a FadeIn/FadeOut in the Scroll options. Only the FadeIn will work by the way because the bar needs to reach the top of the page before it will be hidden.
